Minutes from Sept 2009 Conservation Commission Meeting

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission will hold public hearings on Thursday, September 24, beginning at 6:30 P.M. at Tolland Town Hall, 241 West Granville Rd, Tolland for the following purposes:
RDA submitted by Ellen Barette for tree removal in the buffer zone of Otis Reservoir located at 63 Lands End Dr.
Negative determination
RDA submitted by Jeff LaCasse for Bruce Horowitz. Applicant seeks to replace steps in buffer zone of Cranberry Pond. 174 Meadow Dr.
Negative determination, project may begin after drawdown has comenced.
RDA submitted by Susan Gumbart, 77 Chipmunk Crossing. Applicant seeks to remove trees in buffer zone of Cranberry Pond.RDA was continued for lack of information.
RDA submitted by Greg Knowles for Michael Seich. Applicant seeks to remove trees in buffer zone of Cranberry Pond. 68 Porcupine Point.
Negative determination.
Notice of Intent submitted by Berkshire Engineering for Wildwood Property Owners Association. Applicant seeks to remove Blueberry bushes across from Meadow Beach, Install car port in riverfront, Remove trees for dam maintanence.
Approved with conditions:
Blueberry bushes may be removed as needed. It was determined that removal will not impact IWPA.
Trees may be removed for dam maintanence as required by state.
Car port may be constructed; additional plantings of shrubs will be required.
Notice of Intent submitted by Dan Nitzsche of BEC Corp. Project is for Annual Otis Reservoir Drawdown. Mr. Adams spoke of sinkhole in Dam and the need for emergency drawdown, however there is no way to notify owners. NOI was continued for further information. NHESP comments had not been received as of hearing date. Continued to 10/22 @6:30.
Others business:
Gary Obrien was not in attendance as requested by commission for unpermitted work (tree removal).Continued to 10/22.
Commission wishes to include a definition for determinations for public knowledge.
Negative determination means project does not impact resource area.
Positive determination means project does impact resource area, or more information is needed.
Project is denied and a Notice of Intent is required
